Attestation, apostille, DoV and CIMEA — the order to do them in (and the mistake that costs you a month)
State HED attestation before MEA apostille, never the reverse. SDM attestation is not accepted. DoV or CIMEA — not both. Which documents go where, in what order, and the realistic timelines for each.
Four steps stand between an Indian degree certificate and an Italian visa officer: attestation, apostille, and then either a Declaration of Value or a CIMEA statement. Each is straightforward on its own. Done in the wrong order, or with the wrong attesting authority, the work is void and has to be paid for and waited out a second time — which, in a process where the visa itself takes up to 90 days, is often the difference between making your intake and missing it.
The order, in one line
- Your institution issues the degree certificate and transcript.
- The competent State Higher Education Department attests them.
- The Ministry of External Affairs apostilles them.
- Only if your Italian institution requires it: you obtain either a CIMEA statement or a Declaration of Value, using the now-apostilled documents.
Attestation: the authority Italy names, and the one it rejects
The Bengaluru study checklist requires the final degree or school certificate and the transcript or marksheet to be duly attested by the competent State HED — the Higher Education Department — and apostilled, submitted in original plus one colour copy. It then adds an instruction in bold on the page itself: attestation by Sub-divisional Magistrate (SDM) is not accepted.
This is not a Bengaluru quirk. The Kolkata checklist carries the same sentence. The New Delhi study checklist states that original study certificates must be attested by HRD and duly apostilled by the MEA, and repeats that SDM attestation is not accepted. Mumbai's Declaration of Value checklist says the same in its own words: attestations by SDM on study documents will not be accepted, and competent Higher Education Department attestation is mandatory.
Apostille: what MEA actually does
India is a party to the Hague Apostille Convention, so an apostille replaces any further Italian legalisation. The Ministry of External Affairs explains that documents are first authenticated by the designated authorities of the State or Union Territory, through Regional Authentication Centres, and that MEA then legalises them on the basis of the signatures of those designated signing authorities. That is precisely why the state step comes first — MEA is verifying the state's signature, so if there is no state signature there is nothing for MEA to verify.
The apostille sticker costs ₹50. MEA does not accept documents directly from applicants; submission is only through the outsourced service providers it lists, who charge their own service fee on top.
e-Sanad — the online route, and its limits
e-Sanad is the Indian government's online document-authentication platform, and it removes the physical journey for documents whose issuing board or university has onboarded to it. Mumbai's Declaration of Value checklist accepts e-Sanad online apostille of colour copies, provided the originals are also submitted.
The limitation is coverage, not policy. e-Sanad only works if the board or university that issued your document has actually registered on the portal. Central boards are generally further along than state boards and individual universities. Check the portal for your specific issuing institution before you plan around it — and if it is not there, you are on the physical route and should start earlier.
Declaration of Value or CIMEA — you need one, not both
Both documents answer the same question for the Italian system: what is this foreign qualification worth. The Bengaluru checklist asks for one of the two, and only if the Italian higher education institution requires it — listing a copy of the CIMEA Statements of Comparability and Verification, or a copy of a Declaration of Value already issued by an Italian diplomatic mission.
Two things in that wording matter. First, this is conditional — check whether your university actually asks for it before spending money on either. Second, Bengaluru wants the Declaration of Value to be already issued at the point you apply for the visa.

Mumbai's checklist states that if you do not have a DoV already, you may apply for a student visa only if on the same day you apply for the DoV as well. That option is not offered in Bengaluru's wording. Do not assume a concession published by one mission is available at yours.
The DoV goes to a different consulate from your visa
This catches people out every intake, and it is stated explicitly by the Mumbai Declaration of Value checklist: the DoV application has to be submitted according to the jurisdiction of the place where the degree or school certificate has been issued, whereas the study visa application has to be submitted according to the jurisdiction of the Consulate under which the student resides, through VFS.
So if you studied in one state and live in another, these two applications go to two different Italian missions. That is normal and correct, not an error to be fixed. Work out both answers before you book anything — our jurisdiction guidance covers which mission covers which states.
Provisional certificates
A common Indian situation: your convocation is months away and you hold only a provisional certificate. Bengaluru's checklist accommodates this. Provisional certificates of study officially issued by the relevant institution, duly attested by HED and apostilled, will be accepted for submitting the visa application — with the original to be submitted after issuance.
There is a condition attached, and it is strict. Bengaluru's checklist states that provisional certificates will not be accepted unless they clearly mention the final mark, indicate the ranking criteria, and demonstrate that the course of study has been fully completed. A bare provisional letter confirming you passed will not do. Before you send it for attestation, read it against those three tests — because attesting and apostilling the wrong document is the same wasted month described at the top of this guide.
The short version
- State Higher Education Department first, MEA apostille second. Never the reverse.
- SDM attestation is explicitly refused for study documents by Bengaluru, Kolkata, New Delhi and Mumbai.
- Ask any agent which authority will attest, not how fast they can do it.
- e-Sanad works only if your board or university is on the portal — check first.
- DoV or CIMEA, only if your Italian institution asks for it. Not both.
- The DoV goes to the mission covering where you studied; the visa goes to the mission covering where you live.
- A DoV can take up to 90 days on its own, before the visa's 90 days begins.
- A provisional certificate must show the final mark, the ranking criteria, and that the course is fully complete.
